California to ban or limit classic cars?

Classic car owners in California have recently received questionnaires from the California Air Resources Board (CARB) wanting information on how their classic vehicles are stored and used. Hoping that the information was to be used for introducing a smog exemption for classic vehicles, it has come to light that the board is looking at implementing zero emmision zones across the state.

This could either mean a no-go area for vehicles outside of modern emmision level vehicles or, which is more likely, heavy financial penalties for users to drive these cars similar to ULEZ areas in London.

The reality is these types of crushing control measures, regardless of where they are implemented, are a danger to the hobby on a whole as each government elsewhere sees how easy it becomes to gouge more money from drivers it will just spread to all areas in time.
